Genesis 9:8-10 And God spake unto Noah, and to his sons with him, saying,
9 And I, behold, I establish my covenant with you, and with your seed after you;
10 And with every living creature that is with you, of the fowl, of the cattle, and of every beast of the earth with you; from all that go out of the ark, to every beast of the earth.
Kingdoms begin:
After Noah and his family exited the ark, they had a new world and they began to bear children and families grew from the people born to them. As they moved to the land of Shinar Nimrod built a city and was apparently a leader among the people. He built a city and there they developed a new kingdom as well as a false religion (Gen 10:8-10). Archaeological findings indicate that the area in Shinar had numerous tower type buildings with the sings of the Zodiac on them and indications that the people were star worshippers (Josh 24:2) which included the father of Abraham and may have even involved Abraham.
Nimrod’s wife Semiramis declared she gave birth to a son while a virgin and this started a mother-son type of worship and included the worship of stars and heavenly bodies (Jer 7:18). The kingdom of Nimrod grew to a “one world” status until God scattered them abroad after confusing their languages (Gen 11:1-8). When the people scattered across the face of the earth they carried with them the false worship of “mother-son” and it has been found thru out the earth. As they settled in different parts of the world they also took with them some of the regulations from that first kingdom and man’s rule.
Some government rules:
We find that there must have been some rules carried into man’s self-government as we see an incident regarding Abraham and later Isaac (Gen 20:1-5; 26:6-11). We see other regulations apparently set down by human governments regarding laws enacting and who was accountable to those laws (Dan 6:12-15). Laws could not be revoked easily but other laws established to counter them (Esther 8:5, 8, 10-11). They also had a system of investigation into allegations against those accused of a crime or conspiracy (Esther 2:21-23).
God establishes government:
When Israel went into the Promised Land god gave them regulations regarding ruling people by the authorities as well as regulations regarding inter-personal relations and also regarding dietary and ecological rules. Laws regarding murder and manslaughter were set by God (Num 35:11, 24-29). God also established a law regarding testimony against a person accused of a crime (Num 35:30).
God originally wanted to be the Ruler over Israel thru prophets and priests, but Israel desired a king, therefore God gave them kings but He testified that the kings would do things that would be a burden to the people (1 Sam 8:7, 11-18). The only way for a king to rule properly is for Him to be the Lord of glory, god Himself ruling and reigning over people – then shall there be peace and equity in the rule.
